Dover Investigates Video Showing Sergeant Repeatedly Punching Arrestee

DOVER, N.J. (WCBS 880) — An investigation has been launched after a video shows a police sergeant punching a young man in the face repeatedly while he is pinned on the ground Sunday night in Dover, New Jersey.

Dover Mayor James Dodd calls it disturbing but is asking for restraint until an independent investigation is complete.

Early Sunday, right across from the police station, officers attempted to arrest 19-year-old Cyprian Luke.

Dodd said, “Mr Luke resisted police efforts to take him into custody. There is no reason for me to believe at this time that race played any role in the incident. “

There was a warrant for Luke’s arrest stemming from a domestic violence incident.

It’s not clear what transpired before the video.

Luke’s friend recorded the arrest.

In the video, two officers and a sergeant appear on top of Luke, attempting to handcuff him.

The sergeant threw several punches.

The officers involved have been placed on administrative leave.

The New Jersey Attorney General's Office and Morris County Prosecutor's Office are conducting a full independent investigation of the incident.

"As mayor of this great town I will not stand for nor will I tolerate abuse of any kind from any officer toward a member of the public and if this investigation sustains that showing swift action will be taken," the mayor said.
