NEW YORK (WCBS 880) — New York's new 9-1-1 text messaging system will finally arrive next summer.

The New York Post says the program will arrive two years late and millions of dollars over budget.

Among other things it will allow domestic violence victims to contact 9-1-1 quietly, without tipping off their attackers.

It will also help the more than 200,000 New York City residents who are hearing- or speech-impaired.

Connecticut launched its Text 911 system last year.
